ALRB certified 3 unionized workplaces in Feb 2026

The certificates include library workers, care workers, and energy workers.

The Alberta Labour Relations Board publishes a list of all the certificates they’ve issued for unionized workplaces in the province.

They update it every month, with the latest update being 10 March 2026.

I thought I would report on 2 certificates that the ALRB issued in February 2026.

Lloydminster Public Library

The first certificate issued by the ALRB last month was for all workers employed by the Lloydminster Public Library.

The ALRB approved this certification on 2 January 2026.

These workers had actually already been unionized with this employer since 2001 but with Local 2114 of the Canadian Union of Public Employees. They are now with Local 1015. This new certification reflects this change.

Local 1015 already represented municipal workers employed by the City of Lloydminster. The Lloydminster Public Library employs about a dozen workers who would follow under this new bargaining unit.

Lloydminster Region Housing Group

That same day, on the 2nd, the ALRB issued a another certificate CUPE 1015.

Local 1015 filed the application on behalf of workers employed by the Lloydminster Region Housing Group at their Pioneer Lodge & House facility, which provides both independent supportive living and 24-hour continuing care.

Like the City of Lloydminster workers, these workers had been unionized with Local 2114 of CUPE, so this seems to also be a reflection of changing locals.

Dynasty Power Generation Inc.

The ALRB issued their final union certification of February on the 9th.

This certification went to workers employed by Dynasty Power Generation Inc. at their Poplar Hill Generating Station. However, the new bargaining unit does not include managers, department heads, professionals, and anyone in confidential capacities.

Dynasty Power trades financial and physical power contracts, natural gas products, environmental products, and virtual power.

Their Poplar Hill Generating Station is a 48-megawatt simple-cycle natural gas facility designed for rapid-response electricity generation.

These workers will be represented by the Canadian Energy Workers Association, which also represents workers employed by ATCO and TransAlta, including some their divisions.
