Last week, the Alberta Labour Relations Board published their fourth new applications report of June 2026. In it was an application for union certification.
Local 955 of the International Union of Operating Engineers filed the application on 15 June 2026 on behalf of workers employed by Harbour Environmental Group (Edmonton) LTD.
Based out of Calgary, Harbour specializes in hydrovac waste management solutions. They have locations in Calgary and Edmonton. IUOE 955’s application was specifically for workers in Edmonton.
According to the summary provided by the ALRB, the application is specifically for all workers except those in clerical positions, which amounts to 7 workers.
To file for certification in Alberta, workers must demonstrate support from at least 40% of the workers in the proposed bargaining unit. In this case, that would be 3 workers.
The ALRB has scheduled a hearing for this morning regarding this application. Representatives for the employer will have a chance to present arguments, if they have any, as to why these workers hould not be able to unionize with IUOE 955.
Listed in the application summary as employer contact was Nancy Galanis.
Should the ALRB approve the application, they will hold a certification vote, and the workers will democratically choose whether to unionize with IUOE 955.
Assuming the 3 workers I mentioned earlier follow through with their original support and vote in favour, they would need to convince just one more fellow worker to join them in order to win.
If they win, one of the first steps the newly unionized workers would need to take would be to organize a bargaining committee, so they can begin negotiating their first collective agreement.
