ALRB certified 14 unionized workplaces in Oct 2025

The certificates include construction workers, HVAC workers, printshop workers, fire alarm technicians, and careworkers.

The Alberta Labour Relations Board publishes a list of all the certificates they’ve issued for unionized workplaces in the province.

They update it every month, with the latest update being 4 November 2025.

I thought I would report on 14 certificates that the ALRB issued in October 2025.

Heidelberg Materials Canada Limited

Actually, 9 of the certificates were for workers employed by Heidelberg Materials Canada Limited. They were all issued on the 6th, but they were for different locations and different unions.

Of those, 4 were issued to members of Local 955 of the International Union of Operating Engineers, otherwise known as IUOE.

  • Workers at the company’s Acheson, Strathcona County, and Edmonton batch plants and garages, except office, quality control personnel, dispatchers, truck/mixer drivers and those covered by a Teamsters certificate, which we will get to in a second.
  • Workers of the company’s Inland Aggregates division at the aggregate pits in Villeneuve. This does not include office and quality control personnel, shipping dispatchers, or those covered by that Teamsters certificate.
  • Inland Aggregates workers at the Company’s normal weight aggregate pits in Carseland, Dawes, Valiant, Bears Paw and Stoney.
  • Calgary batch plant workers of the Inland Concrete division. Those covered by that Teamsters certificate are excluded.

Speaking of which, Local 362 of the Teamsters were issued another 4 certificates.

  • All employees of the Inland Pipe division in Calgary, except office personnel.
  • All mixer drivers of the Inland Concrete division in Camrose.
  • All truck drivers, pump operators and helpers of the Inland Concrete division in Calgary. This is the certificate I was referring to in the IUOE section.
  • All truck drivers in Edmonton, Acheson, Leduc and Strathcona County plants.

Finally, Local D359 of the International Brotherhood of Boilermakers, Iron Ship Builders, Blacksmiths, Forgers and Helpers received the remaining certificate.

Local D539 will represent all workers of the company’s Lehigh Cement division, specifically those at the cement plant in Edmonton and the quarry in Cadomin. It will not include those in office, clerical, sales, or security positions.

It was not clear how many Heidelberg workers these 9 certificates would affect.

Daikin Comfort Technologies Canada, ULC

The next day, on the 7th, the ALRB issued a certificate for workers employed by Daikin Comfort Technologies Canada, ULC.

The Texas-based HVAC company also has a Canadian headquarters in Ontario, as well as offices in Calgary, Edmonton, and Red Deer.

This certificate will cover all the workers in Calgary.

Local 1722 of the International Association of Machinists and Aerospace Workers filed the application last December for those employed in office, clerical, and sales responsibilities at Daikin’s Calgary location

IAMAW Local 1722 applied in May 2023 for all Calgary workers, except those ones, so it seemed they were trying to bring those workers into the same bargaining unit as the first set.

This will cover about a dozen workers.

Corporate Copy Inc.

Next up was all the workers employed by Corporate Copy Inc. ALRB issued their certificate on the 20th.

They will be represented by Local 146 of the International Brotherhood of Boilermakers, Iron Ship Builders, Blacksmiths, Forgers and Helpers.

Based in Edmonton, Corporate Copy offers printing and marketing services to corporate clients.

Abatement Pro Inc.

Three days later, on the 23rd, the ALRB issued a certificate to Local 2103 of the United Brotherhood of Carpenters and Joiners of America.

They were representing general construction carpenters employed by the Calgary-based Abatement Pro Inc., which specializes in asbestos abatement, as well as other environmental remediation.

Legacy Fire Protection Inc.

With just 2 days left in the month, the ALRB issued its second-to-last certificate for October 2025.

This time, it went to the Calgary fire alarm technicians employed by Legacy Fire Protection Inc., except those working in maintenance and construction.

Local 496 of the United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry of the United States and Canada, also known as just UA, filed the application on the 9th, so that was a pretty quick turnaround: just 20 days.

According to their application, it will include 6 workers.

Extendicare (Canada) Inc.

And the final certificate that the ALRB issued last month barely made it, being finalized on Halloween.

This certificate approved a new bargaining unit for nearly 60 general support services workers employed by Extendicare at their Eaux Claires location in northwest Edmonton.

Like the ones employed by Legacy Fire Protection, these workers applied for their certificate last month, also on the 9th.

The Alberta Union of Provincial Employees filed the application on their behalf.

The next step for all the workers listed above will be to create bargaining committees to begin negotiating their first collective agreements.
