The Alberta Labour Relations Board publishes a list of all the certificates they’ve issued for unionized workplaces in the province.
They update it every month, with the latest update being 1 December 2025.
I thought I would report on 28 certificates that the ALRB issued in November 2025.
Amrize Canada Inc.
Actually, 25 of the certificates were for workers employed by Amrize Canada. They were all issued on the 3rd, but they were for different locations and different unions.
A decade ago, the two construction firms Holcim and Lafarge merged into LafargeHolcim, which was renamed Holcim Limited in 2021. Last year, the Switzerland-based company announced they were spinning off all their North American assets into a separate company called Amrize.
These 25 certificates are not for new unionized workplaces but to recognize the name change of the employer from Lafarge to Amrize.
Of those, 9 were issued to members of Local 362 of the General Teamsters.
- All precast workers of Lafarge Aggregates, Concrete and Asphalt at the plants at 9028 44 Street SE and 6400 13 Street SE in Calgary, except office and clerical personnel
- All workers at the Lafarge Aggregates, Concrete and Asphalt pipe plant in Calgary, except office and sales personnel
- All ready-mix drivers employed by Lafarge Aggregates, Concrete and Asphalt at the concrete plant in Grande Prairie
- All mixer truck drivers of Lafarge Aggregates, Concrete and Asphalt in Fort McMurray
- All workers working at the North West Upgrader Site, Redwater Partnership — Sturgeon Refinery, except office and clerical staff, supervisors, batchmen, and dispatchers
- All workers in High River
- All truck drivers and pump-operators and helpers of the concrete division in Calgary, in Airdrie, and at the plant located at 285135 Duff Dr. in Rocky View County
- All truck drivers of the concrete division in Edmonton, Nisku, and Fort Saskatchewan
- All workers of Lafarge Aggregates, Concrete and Asphalt in Westlock, except office, clerical, and sales personnel
Local 955 of the International Union of Operating Engineers, otherwise known as IUOE, were issued 7 of the certificates.
- All workers of Lafarge Aggregates, Concrete and Asphalt’s greater Edmonton division in the concrete division, except office and quality control personnel, labourers, and warehouse personnel
- All workers of Lafarge Aggregates, Concrete and Asphalt’s greater Edmonton division, at the soil cement and asphalt plants located at 12221 17 Street NE and at and out of the mechanical shop located at 22131 112 Avenue NW, except office and quality control personnel, labourers, and warehouse personnel
- Roadbuilding and heavy construction operating engineers of Lafarge Aggregates, Concrete and Asphalt’s Southern Alberta region
- All workers—except office and supervisory personnel—of Lafarge Aggregates, Concrete and Asphalt’s greater Calgary division, including at the shop and the stationary crushing, washing, asphalt and concrete plants in Calgary
- General construction operating engineers of Lafarge Aggregates, Concrete and Asphalt’s precast concrete division, in their Northern Alberta region
- Roadbuilding and heavy construction operating engineers of Lafarge Aggregates, Concrete and Asphalt’s construction division in their Northern Alberta region,
- All employees except office personnel of Lafarge Aggregates, Concrete and Asphalt’s construction materials division at the Villeneuve Wash Plant and Pit
The Lethbridge Concrete Products Employees Association received 3 certificates for all Lethbridge workers except office personnel of Lafarge Aggregates, Concrete and Asphalt, as well as workers in Brooks and Medicine Hat employed with Lafarge Concrete Operations.
Local D331 of the International Brotherhood of Boilermakers, Iron Ship Builders, Blacksmiths, Forgers and Helpers will represent all workers at the Clover Bar plant, except office and sales personnel, as well as all those at the plant in Exshaw, except office personnel.
The International Association of Bridge, Structural, Ornamental and Reinforcing Iron Workers received two certificates for general construction structural ironworkers of Lafarge Aggregates, Concrete and Asphalt in their precast division: Local 720 will represent Edmonton workers, and Local 725 will represent Calgary workers.
Local 92 of the Construction and General Workers’ Union, also known as LIUNA, received a certificate for roadbuilding and heavy construction labourers of Lafarge Aggregates, Concrete and Asphalt, in the Southern Alberta region.
Finally, Local 2010 of the United Brotherhood of Carpenters and Joiners of America received a certificate for all workers—except office and sales personnel—of Lafarge Aggregates, Concrete and Asphalt at the Edmonton plants at 4425 92 Avenue and 16830 129 Avenue.
It was not clear how many Amrize workers these 25 certificates would affect.
The Holy Spirit Roman Catholic Separate School Division
A week later, on the 10th, the ALRB issued 2 certificate for workers employed by The Holy Spirit Roman Catholic Separate School Division.
These workers were already unionized, however, so these are not newly unionized worksites.
One of the certificates is for all custodial workers employed by the school division. They used to be represented by Local 290 of the Canadian Union of Public Employees but will now be represented by Local 1825.
Speaking of Local 1825, this is the same local that represented all workers other than teaching and custodial workers. They will still be representing this bargaining unit, but received a new certificate to do so.
Aster Joint Venture Limited Partnership
And the final certificate that the ALRB issued last month was given to workers employed by Aster Joint Venture Limited Partnership in direct nursing care or nursing instruction at AgeCare’s Walden Heights in Calgary.
United Nurses of Alberta filed a certification application for these workers back in October.
Based in Calgary, AgeCare manages over 50 aging-in-place facilities in Alberta, British Columbia, and Ontario.
Technically, these workers are employed by Aster Joint Venture Limited Partnership, which is a partnership between AgeCare and Axium Infrastructure, a Montreal-based portfolio investment firm.
This partnership, formed in 2021, shares ownership of 5 of AgeCare’s 5 facilities, and Aster operates 4 of those facilities: Sagewood, Skypointe, Sunrise Gardens, and Walden Heights.
That last one—Walden Heights—employs 21 workers in direct nursing or nursing instruction positions, and it is these workers that UNA was trying to unionize.
This certificate approved a new bargaining unit as of 12 November 2025.
